What the hell is the story about?

I watched for 30 minutes and realized I was wasting my time. The plot didn’t develop, the characters weren’t that interesting and it was really too boring to continue watching so I just gave up to save my precious time. It was even confusing how they talk about the Cleaners when they seem to be the ones planning the accidents.
Is that it?
Plotters that have the same business ad Sweepers? Accident planning; erasing lives? Even planned accidents look so funny.
Like something from Home Alone, only more serious and fatal
